The NFL granted 16 teams with a total of 32 compensatory picks that was announced Friday February 24th.
While the rules surrounding compensatory draft selections has been slightly foggy, the last few years the picture has become clear. For NFL clubs losing more or better compensatory free agents than it signs in the previous year is eligible to receive compensatory draft picks in return, In the past this was not always guaranteed.
The formula used during this process deals with free agents that are determined by a formula of calculations based on salary, playing time and postseason honors. This was developed by the NFL Management Council many years ago. Keep in mind not all free agents lost or signed by a club is covered by this formula, and subsequently will not receive compensation.
Per NFL Communications: This year, four clubs: the Los Angeles Rams (one pick), the Green Bay Packers (one pick), the Pittsburgh Steelers (two picks), and the Arizona Cardinals (three picks) qualified for compensatory selections under the net loss formula, but will not receive those picks because the final numerical values of the CFAs who were lost by those clubs ranked 33rd through 39th among the final numerical values of all compensatory selections. Each of those four clubs will receive compensatory selections for other CFAs lost whose final numerical values ranked within the top 32.
2017 is the first year in Draft History that Compensatory picks may be traded. A rule change that was approved by NFL clubs in 2015 permits compensatory draft picks to be traded moving forward. This gives the teams with multiple third round picks the fire power to trade up into the second round if they wish.
